Save the artifact for these guys, their fireballs block your projectiles and they fire them fast and have about as much health as a Hell Knight. So you should be able to work out a solution. Thankfully, you have either the Artifact, Soul Cube, or Combat Shotgun to deal with them. They show up, in both Campaigns, before the Plasma Gun. They completely ruined the RoE experience for me. So, basically, if it's not a Bruiser, Vulgar, or one of the bosses, it's a suitable target. The reload time isn't that bad, considering whatever you shot probably just died. Really, aside from the vulgar problem, the only drawback is that it sucks up shells too quickly to just use it on everything. But for that, you have to get in close enough that you pretty much only want to attempt it when they're spawning/lightning-ing in, because then it takes them a second or two to attack you. It can actually kill an Arch Vile in ONE shot.
